A dog who snaps in that sense doesn't make contact, they are trying to scare you away because they are overwhelmed by something. A dog that snaps like that shouldn't be in the passenger cabin of a plane, or be working as a service dog. But the answer to what you do when a dog that isn't yours snaps at you, is "move away".
