Prior to 2017 the prosecution rate was @ 73% across both R and D appointed USAs, now, it has crept up since the end of Obama's term, and during Trump and Biden, and, here we are. Occasionally the no paper rate dips if Graves is particularly criticized or called to the Hill for questioning.
