If you pulled up to the front of your apartment complex with a car full of groceries and twin infants in the car and had to walk down two flights of stairs to get to your front door, how would you get the groceries and the kids in the apartment safely without leaving the kids alone? This is not a theoretical question, it's a real thing. Some might say you have to order groceries delivered or you have to have someone watch the kids when you go shopping. Those are obvious viable solutions, but assume neither is possible. What would you do?
I would put the kids in the apartment, before getting the groceries. That seems like a no brainer and completely unrelated to this. But while I might or might not leave my infant in the situation OP describes (I am unclear about what the parking lot is like) I wouldn't judge someone who did. But someone who left their infants in a car on the street and went inside a building? That's totally different and not at all safe.
