DC needs to be doing everything it can to get people to come downtown and spend money because downtown is slowly becoming a crime-ridden ghost town like it was in the 1980s and 90s. Not everyone is a 30 yo bicyclist. People coming downtown for a business dinner aren't going to be cycling. People taking grandparents and kids to the Warner Theater for a show are not going to bicycle and older people with mobility challenges find metro difficult. If you want to discourage people from driving themselves, then don't tax the uber drivers.
