[/quote] If they said they would not enforce speeding below certain thresholds, more people would be speeding at that level. I think speeding is down after Virginia passed its larger fines. If texting while driving could be enforced, people would do less of it. Petty thieves certainly know about the shoplifting rules, and more people find out about it as others don't get prosecuted.[/quote]
