They have no jurisdiction over any middle school. The best way to prevent destructive hyper-acceleration is to disincentivize it - that is to say, not to punish families for doing it (they get punished already by the student's struggles) but to remove any advantage given for it. And we must remember - in many cases, that child who has straight As in AlgII in 8th grade is taking an additional expensive and time-intensive tutoring session or course to artificially maintain that grade and would continue to do so at TJ (we already know this happens).
