Just like underage drinkers. The only way to get it is illegally. And robbery in the illegal drug market is very common. Just like the stabbing in Silver Spring in the middle of the day. People, young people, are robbing their dealers. And either hurt them or get hurt in the process. It seems to be a significant driver of violent crime right now. It's not limited to a residential program. It's county wide. [/quote]
