So all of these transition members who are currently working without pay -- are they billing the GSA? Are they going to receive backpay? With interest?
Biden raised $9 million+ (more than the amount the GSA was going to authorized in the first place) weeks ago. He's probably paying them and the GSA funds once released will go back to him. I do wonder how that works from a campaign finance perspective. Since the American people essentially paid twice for the transition, does he get to keep the 'second' transition funds - does it go towards his 2024 campaign - or does he return it to the government?
He cannot be paid back for what he has paid to his staffers before the ascertainment. This is not a political thing, this is a fiscal law thing. As of right now ascertainment has not happened, thus you cannot pay for work that happened before ascertainment as the money is specifically designated to pay for work that happens after ascertainment.
