There are 2-3 people on DCUM pushing this and bumping this thread endlessly. And a couple of widely-published authors like Coates. Most mainstream Dems are not behind cash handouts, or not large ones. Instead, most of the Democratic Party is for expanding Head Start, improving schools, maybe subsidizing colleges, maybe subsidizing home-ownership. Obama, for example, said he didn't support reparations in the form of cash handouts. Biden isn't going to go for cash handouts.
