Minors past puberty are sexual beings. They have secondary sex characteristics, sexual organ development, hormonal changes, sexual desire and arousal, and they can look much older than their actual age. It is completely normal and healthy for teens to notice each others bodies and for there to be sexual attraction between teenagers. Bodies are sexual. That is where the sexual organs are and where sex characteristics develop. Almost ever species has mating rituals that involve moving their bodies or using body parts to signal attraction or to attract a mate. And everyone, other than maybe someone who is asexual has assessed other people's bodies.

There is no need for teen girls to wear a suit that has their ass hanging out. Well anyone really, but once an adult they are responsible for their own poor choices.[/quote]
