Motor vehicles have to have a licensed driver and a vehicle registration by law. Vehicles have to pass safety inspections, and have fully functioning set of safety equipment. Dirt bikes have literally none of this, and are not permitted in the public domain.

Why couldn't you inform yourself? They are not legal bc they do not conform to the safety requirements for vehicles on a public street. Period.
