All the specific issues mentioned shouldn't be enough to cause him to lose. They are primarily issues for people who would never vote for Hogan anyway.  The real issue he faces is being a Republican in a staunchly Democractic state that has so many hardcore Democrats who would never vote for a Republican. And on top of it is a midterm election year with a very unpopular president and Republican congress. That could be enough to swing sufficient people to cast their vote for any Democratic candidate regardless of the issues or Hogan himself. Ehrlich suffered from a similar anti Republican mid year election that saw him lose despite winning the endorsement of the Post, although Ehrlich hurt himself in other areas but he really lost because of the wave.

As it stands, I see Hogan winning the Baltimore suburbs and the rest of the non DC counties. The question will come down to how much support he can retain in the DC suburbs if there is a strong anti Republican wave. If the DC suburbs really stack up against Hogan, that will probably tip the results for the Democratic candidate. Baltimore City is irrelevant as he's never gained nor loss any ground in that very Democratic bastion.
