[/quote] According to https://dcps.dc.gov/sites/default/files/dc/sites/dcps/publication/attachments/GAGA-2015-R0046-AttachmentJ9OSI14-15ProgramsandResourcesGuideforStaff.pdf at least in 2014-15, the ASL program for DCPS was at Payne, which is closer to Gallaudet than Brent or Ross is. It's hard to know the details as to whether the child should have been granted a transfer to Brent or Ross. But that doesn't affect whether it was appropriate for Snowden, Young, Fenty, etc. to get transfers (it wasn't).[/quote]
