As people retire, the headcount is available for interns to be converted to permanent (at least that is my understanding) without increasing hiring so it doesn't leave an agency with critical gaps. It depends on the type of intern program you came in on. If it isn't a position that can be converted and you have to apply, then likely they would have to wait until the freeze has been lifted, or request an exception from OPM.[/quote]
