If you were trying to get Canadian residency without a job or spouse or family connection, yes, it's a disaster (like the US).  But if you grandfather was Canadian, then your mother IS ALREADY Canadian. She is just requesting a certificate of citizenship.  I'm Canadian, and did this for my US-born son after he was born and I don't remember it taking any effort whatsoever. Probably took a few months before the certificate was mailed, and then we applied for and quickly got his passport too (a little more inconvenient, because you have to go to a specific photography studio to get Canadian passport photos).

As others said, they changed the rules a while back so the paperwork requirements are a little more onerous (but again, I dont' remember the new rules being hard - they must have been a breeze before) and also make it much harder to get citizenship for the kids of the born-outside-of-Canada-to-Canadian-citizen-parents.
