The reason why their playground is closed to the public in general is because the Federal govt operates the armed forces retirement home there and evidently is not interested in the expense of added security guards to manage public access, or perhaps it is for the quiet enjoyment of the residents. So the grounds are closed to the public basically 24/7 except for the occasional event. Even on weekdays the general public cannot enter.
