They're jealous that either their partner doesn't want to touch them, or they don't have feelings of affection for their partner. It's okay, I've been there. I was married to someone I really wasn't attracted to for several years and I felt similarly. Now I'm with someone I'm absolutely crazy about (and the feeling is mutual) and I've got no issues with other people's PDA. I'm happy for them because I share their feelings of love and affection.
