No she didn't.  She said that it isn't worth her taking a job that pays $15-$20 an hour with short hours unless she can bring her kid, or get other things done.  That doesn't mean she thinks the job should pay more than $20, just that it's not the job she's looking for.

Maybe, maybe not.  She has said that she's not interested in a job that is during the daytime and does not let her bring her kid.  One of the reasons why she isn't interested in the other job is because it doesn't pay enough for her to pay for childcare.  She hasn't said how much it would take for her to get that job, because that's not the job she's posted about.  Talking about the conditions under which she'd take a different job is irrelevant.
