OP, it is 2016 - the teachers are constantly posting materials on line and your kid may want to access those materials during the 90 minute ride home. As many people have already said, smart phones are used in a lot of classrooms in HS and don't have to be hidden away like in middle school. If he doesn't have 3 hours of homework to do on the bus every day, maybe he would like a little break or distraction or to see what's going in the world.
