[/quote] You do know that there was no such “long-standing policy.” In fact, the policy had been changed something like 48 hours before this incident. And, from what I hear, there was no evidence that all police officers were informed of this change in policy. And, strapping suspects into a wagon is itself, a bit dangerous for the police officers.
