[/quote] Assuming the cutoff for Title 1 is 40% economically disadvantaged, it's FAR BETTER to have 40% and get additional staff and social services supports for students in need than to have 38-29% and not qualify for the Title I designation. Schools just shy of the cutoff will still have a large number of students in need but less ability and resources to support them.
