It definitely can tell any candidate who has been eliminated to drop out. It's an easy rule to make and everyone will understand - when you need more than 100% of the available votes to win, it's time for that person to be removed from the process. Both Bernie and Hillary are very much still in this race to get to the majority so there is no ground for the DNC to ask any of them to drop out.[/quote] No one is eliminated. Winning a majority in the first round isn't the only way to get the nomination. The rules explicitly anticipate the possibility that the candidates enter the convention with no candidate holding a majority, at which point anyone who meets the constitutional qualifications is a candidate. In fact, it's conceivable that all three candidates will become mathematically incapable of winning a majority before the last primary.
