Car-dependent or not, pedestrians have the right of way.  We are supposed to be in control of our cars at all times when engine is on--"don't reflectively give priority to pedestrians"  What if a child runs ahead of parent and is hit, injured ,or killed by driver?  A few years in jail for vehicular homicide might make them "reflectively" aware.
