But you will find that this "waste" takes place in various forms throughout all the agencies. Could be redundant programs. Could be a seniority system that actually rewards people for being retired in place. Could be the inability to quickly fire ineffective employees. Some offices are understaffed while others are overstaffed. My point is that you can't just come in and lop off an agency here or an office there. If you want to do it right, there needs to be actual work done to recalibrate priorities and resources. People have this notion that government employees are fungible. Some are but a lot are not.
