[/quote] I don't think (as the parent of a four year old) you have any idea how detrimental a school with 8% of the peers at grade level can be to a child. Your children won't just be at a school with peers who are not academically successful, they'll be surrounded by kids in the neighborhood who are not academically successful. You're not going to want your children playing with the neighbors if you're not there to supervise and you're not going to want to socialize with your neighbors. I think you need to move to a city with a much lower cost of living. (Not the suburbs but out of the region entirely.)
