The Board of Education is an elected board. When enough parents yell, they are supposed to listen. Keeping the start/end times was a politically infeasible solution.[/quote]

The operative term is "enough."  What happened was a[b] small[/b] group of Bethesda/Potomac parents with time on their hands and money in their wallets wanted the bell times changed.  Money talks.[/quote]
