I have heard Dominica gets a lot of clouds...the tiny volcano island of Saba where we stayed for a couple of nights as part of a two-island trip to St. Barts has clouds around the top of Mt. Scenery all the time and lots of lush growth, and no beaches but beautiful hiking and views. Much of the diving there was too deep for me to really be enjoyable, the famous sea mounts begin at 90 feet, but Diamond Rock and the shallow dive sites were OK. 
St. Lucia has a lot of shade (lush growth) and had a lot of grey clouds on the windward side, but the waves were rough and it is not the touristy area. Maybe one of the small inns near the Pitons would suit. Anse Chastenet had the best shore snorkeling. [/quote]
