Sometimes management is put in place because bureaucracy (rather than the needs of the project) requires management structures, and it just becomes an added layer of burden on the flow of communications. Just chalk that time up to the cost of doing business, try not to let it frustrate you TOO much, see if there's anything positive (at all) that she can do for you, and otherwise just try to let it go.
