What concert did you attend where sex was "just passed around", and what does that even mean?  I went to dozens of concerts in the late 90s/early 2000s at multiple venues in multiple states, and these were "Alternative" and granola crunchie concerts (Phish, Rusted Root), and the venues were arenas, outdoor festivals, and a few universities.  I never, EVER saw sex at a concert.  I rarely saw drugs at these events.  In fact, my friends and I had resolved to buy pot at a concert once, and we were unable to find a single person selling it, despite scouring the venue.

The ONLY concert I ever attended where I DID see sex and rampant drug use was the 1995 Grateful Dead concert I attended with my dad.  The drug users and people engaging in sex acts were parent-aged (and older) people.  It was a totally different atmosphere than the concerts I attended with mostly teen audiences.  My dad and I walked around outside before the concert and looked at all of the aging hippies and hippie has-beens engaging in all sorts of illegal activities, joyfully.  I thought the whole thing was really cool to look at in a very retro kind of way.
