I'm not sure how you access that if you are not a resident, and [b]given that there are many more gifted kids than spaces, I don't think they are incentivized to make exceptions for folks who are jurisdiction shopping. That's part of the problem, not the solution. To have a good public school system, people need to be all in and supportive of the schools wherever their child is placed.
