The only measure you can see is explosion data and most charters are around (0-1%). Show me stats that it happens now or even on the past then I will change my opinion. I will not accept a neighbor's cousins co-worker story as a fact that all (or even any) charters practice this. Even if a school or two was known to "counsel out" (again no stats), that does not mean it's common practice amongst all charters.
