Also there is nothing particularly logical about using Wisconsin as the dividing line - there is a good chunk of the southwest corner of the Janney population that is actually closer to Mann than Janney and yeah a slice of the northeastern most territory is closer to Murch but the excess IB seats are at Hearst which is very close geographically to both Murch and Janney.[/quote]
