When they first started talking about the common lottery algorithm "maximizing the number of people to get their first choice" (or however they phrased it), this is what I thought they would do, and I still think this would be the best way. Under this scenario, I don't think it would be possible to have the situation where two families wind up in each other's second-choice school: No one can get into a school they ranked #2 unless everyone who ranked it #1 has already been admitted.[/quote]
