I'd argue it's been happening since the 80's. My state passed a "reform act" in the mid-80's, to which I was subjected in middle school, which treated us like guinea pigs without regard for the impact on educational quality. As a top student, the quality of my classroom instruction definitely decreased and my mother had to fight tooth and nail on my behalf. If she could have afforded private school I'm confident she would have made that choice.[/quote]
