In addition, employers may continue to enforce policies restricting marijuana use by their employees, and property owners may prohibit or regulate marijuana-related activities on their properties. Passage of I-71 is just the first step in legalizing marijuana for adults in D.C. The initiative must be submitted to Congress for a 30-day review period. Because there are not enough congressional workdays between the election and when the new Congress is sworn in in January, the chair of the D.C. Council has indicated that he will submit Initiative 71 for review in January. If Congress does not prevent it from going into effect, Initiative 71 should become law sometime in February or early March 2015. Please note that possession, cultivation, and transfer of marijuana will still be illegal until then. Passage of I-71 does not legalize marijuana sales. However, the D.C. Council is considering legislation that would allow the city to register, regulate, and tax businesses to cultivate marijuana for retail sales and to sell marijuana to adults 21 and older. Please email your councilmembers and ask them to support this legislation, and make sure you are signed up for D.C.-specific action alerts to stay up-to-speed on its progress. Finally, it is important to note that I-71 modifies D.C. law only. Marijuana possession, cultivation, and transfer continue to be crimes under federal law.[/quote]
