They are still kids, though, and they should be taught the rules just like any other kid is taught any other rule -- "I know you're excited to see your friend but waving is disruptive. If you keep doing it you'll have to sit out recess" or whatever. Insulting a child is unprofessional and mean, no matter what the child's personality is or what rule they broke.
