Uh, how would any other employer expect people to do that? You want a job, you know that you might have to start on very short notice, or not accept the job. Starting on short notice is one thing, but being called on Friday to start on Monday is another, IMO. I understand that it could happen, but would suck if you had a vacation planned or something else that you'd lose money on just because the school didn't plan things well. DW applied for a job last February, so it's not like MCPS didn't have all spring and summer to get their act together.
Actually, it is fairly common in school districts (not just MCPS) to hire at the last minute. Much of the delay has to do with the timeline that allows present teachers and providers the opportunity to stay in existing positions or move to another position in the system. That can go on for months. Then, hiring can depend on enrollments and other factors that don't shake out until almost the first day of school. Yes, it sucks, but that's the environment. When I first graduated from my program and started applying for jobs, I was warned that hiring could happen last minute, even after the start of school, and that I should plan accordingly.
