What about seven locks ES or bells mil es area. It takes less than 10 min to get on 270/495. I am sure you can find rental in your price range.
You have to minimize your time on 495 and never get on 270. The traffic in MD getting to 495 if you are not on 270 is not that bad. Once you are on 495, it is stand still. If you do seven locks make sure that you get on the beltway at River and Seven Locks, don't go further north where you need to take 270 to get to 495. I would suggest spending less on the rental and getting an afternoon/evening nanny. We had to switch to a sitter because we could not get to aftercare by 6:30 with any reliability. Sometimes the traffic coming back from VA is red as late as 7pm.
