OP here. No one can come until Monday (we've called around) unless it is an emergency call out - several extra hundred dollars. I've checked the weather 81 today, 64 tonight, 70 Saturday, 81 Sunday. Hardly seems like an emergency call is necessary with these temps. I live in the same climate in a house without AC.
Politely let the tenant know that you did this; no need to talk about emergency services and related fees. A reasonable person would understand.
I consider myself a reasonable person and I would be very upset that the Owner was not willing to do whatever it takes. You sign a lease and assume everything will be in working order. Not, 'everything will be in working order unless it is inconvenient or costs the Owner an extra couple hundred dollars'. Part of the risks of property Ownership. I look at it this way, if it were my house where I live, I would be paying without question, but even if I didn't- I would still feel I owed it to the tenant. Not even a question.
