[/quote] The City of Rockville and the City of Gaithersburg plow their streets better (as far as you know; I'm assuming that you don't live in both municipalities) than Montgomery County plows the street of your neighbors who are technically in Potomac (what does that mean?); therefore MCPS would be a better school district if it were split into 2-4 sections. Then New Jersey (565 municipalities) and Georgia (159 counties) must be the best-run states in the country![/quote]
