[/quote] You clearly don't understand how funding works. MOCO only funded 37% of the per pupil funding for 5 year olds because the 5 year olds only make up 37% of the mixed age class. So if MOCO gives approx. $13,900 per child funding for 5 year olds for kindergarten, you have no problem if they only give 37% of $13,900 for 5 year olds to the charter? The charter did NOT receive 100% of the funding for 5 year olds. No one is arguing that MOCO pulled a fast one by not paying for 3's and 4's. What MOCO did was not fully fund the 5 year olds.
