[/quote] On page 5 of the 2010 ACPS document below there is a slide presented by Monte Dawson, then Executive Director Department of Accountability: "African-American and Latino Program Participation Broken out by Ethnicity". It shows roughly that about 18% of African Americans and 63% of Latino's were ESL.
