There is a fabric store that makes romans, they are $20/square foot plus $79 for the kit.

Target had this great bubble roman in their shabby chic collection for $25 that is basically a square piece of fabric with small rings.  You then put one ring on however many bunches you want and tuck in the sides- it doesn't move but looks great.[/quote]
