Here I have a neighbor that sets them off all the time.  He's always drunk and finds it fun.  He doesn't care if we are in a drought and he could start a fire.  He doesn't care that I find the casings all over my yard and he wouldn't care if he set my house on fire.  Nor does he care that they are illegal in our county.  He just sets off two or three and goes back inside before the cops go looking for him.  FWIW other neighbors thought it was someone else and it took me six years to catch him in the act and know it was in fact the guy I thought it was.

I'm tend to think they shouldn't be so readily available.  Any idiot can get a hold of them and hurt someone.  It doesn't matter if they are making a bomb or not.[/quote]
