Yes, if your position does not promote past 12 then (as you obviously know) you will need to apply for a new position. 5 years experience seems sufficient for a 13/14 in that same field, assuming you have good reviews, so if your agency doesn't agree or doesn't offer a higher grade then looking elsewhere makes sense. I do think there's a mild internal bias against promoting existing GSs "too many" grades, e.g., from a mid-12 right to a 14. If your position does promote to 13 but your supervisor is not putting you in for that, then if I were you [i]or[/i] a prospective employer I would want to know why.[/quote]
