A number of other unions have won their arbitrations and the agencies have filed frivolous appeals. In my agency, specifically, the LR people told our agency head that they were going to lose from the start and they don't care, they are planning to drag this out as long as possible and with a Trump controlled FLRA there is a strong likelihood that happens.[/quote]
