My thought after reading it a couple of times is that if the test is being used for academice purposes, such as an advanced class placement like AAP, the students being tested must be able to perform at the same level as all the other kids in the grade, regardless of is they are young for the grade or old for the grade. I don't think it is a mistake. I think that under a circumstance like AAP, the publisher recognizes performing at the required level when placed is more important than having the potential to eventually perform at the required level.[/quote]
