No it's not. Its.elextrocitt, sewer updates, renovations, burst pipes, new silverware, linens, maintenance people , lighting and sound system updates, IT, etc not to mention the bunker underneath. 
Hmmmm opulent unnecessary ballroom or keeping other humans alive and limiting the spread of endemic disease outbreaks.
