OP, you need to contact your landlord owner and complain, let your landlord harass the owner of that unit. The way you describe her, it also sounds like she is mentally ill. If she is an owner, there has to be some way condo association can handle this. But it's up to your landlord to address this. If she is a renter then her LL needs to handle this, especially if there is a clause in the lease about certain obnoxious behaviors or smoking if she is a renter. If she is section 8 then good luck. My elderly aunt had to move out of her rent control unit in NWDC building because it got overrun with section 8 tenants who were incredibly disrespectful in many aspects: noisy, smoking pot everywhere, littering, etc.
Yes because as we ALL know, Section 8 tenants are the messiest, most inconsiderate neighbors to have. Plus they all smoke too much too! Lol.
You may find it funny, but it's true. It's not controversial. There was a lot of press coverage on this, and blame was also placed on the corporate LLs who wanted higher profits, since section 8 gave higher rent payments compared to market rate and especially rent control tenants. It wasn't funny for people who lived there and had to deal with this.
