OP doesn't have to play around this mentally ill person who is harassing her.  Who cares what her race is??  OP needs to take this to the LL, make a recording, so LL has evidence to take to the condo association.  The owner of the unit (if it's the offender) will then get a notice for violating some bylaws.  You do not want to be confronting this person directly.  You LL, because he/she isn't involved directly also has a veneer of protection against her, and will act through official channels. I am sorry you are dealing with it, and honestly, I am also very sorry for your LL.
